Tianjin Port Free Trade Zone In Transition Research

In the early 20th century,90s, to meet the increasing pace of opening up and growing international economic and trade exchanges, China took the International free trade zone as reference and established 15 bonded zones. After 20 years, the bonded zones now play a significant role in expanding investment, promoting international trade and connecting the domestic and foreign markets. They get on the way of economic growth to promoting native city as well as hinterland. However, with the acceleration of the economic globalization, the aggravation of competition between Inter-specific regulatory region and China's WTO transition period to expire, the bonded zones face many difficulties as follows:the policies and regulations are incomplete, the function is not clear, and many other deficiencies also exist. It is imperative that the development of the bonded area is in transformation.This paper takes the Tianjin Port Bonded Area as the research object, and discusses the transformation of Chinese bonded zones into free trade zones which follow the international rules in a global context. Through comparative analysis of foreign, it researches the current situation and the development trend of Chinese bonded zones and international free trade zones, giving the comparison between them as well. On this basis, the paper gives a summary on the successful experience of the world's free trade zone Implications. Adopting the qualitative analysis and quantitative analysis, it analyzes the necessity and feasibility of the transformation of Tianjin Port Bonded Area into free trade zone. At last, this paper makes a conclusion as follows:Tianjin Port Bonded Area is ready for the transformation into the free trade zone and the opportunity is greater than the challenge.In the empirical study, this paper proposes that Tianjin Port Bonded Area is in the life cycle of growth stage, as its development path is self-transformation within the organization and the target mode is Hinterland comprehensive free trade area. Based on "growth pole" theory, it indicates that the functional position of Tianjin Port Bonded Area in transformation is to cultivate the development of international logistics and international trade, port processing supplemented by a comprehensive functions. Meanwhile, the paper emphasizes the development of Tianjin Port Free Trade Zone in transformation must follow the prevailing rules of international trade, such as open and transparent, free trade and trade facilitation.
