| The human recources training in public sector is an important way to improve administrative efficiency.Therefore,the study of human resources training model in public sector to construct scientific and reasonable one is not only helpful for improving their professional capacity,extending their development space,meeting the needs of self-development,but can better achieve organizational goals.The paper based on current existing training models in public sector,spotting some major defects in the lack of training awareness,the lack of training elements integration,the lack of external mechanisms.Furthermore,with the theory of scientific management and the theory of ability-based, combining foreign training models in public sector, in view of the drawbacks of existing training models,combining the characteristics of public human resources in our country,puts forword an exploration of standardization training model.The structure of this model is a double loop system composed by inner and outer.Among them,the inner chain includes three links,that is the analysis of training needs,the implementation of training program,the assessment of training;The outer chain includes four parts,that is the law and regulations of training,the atmosphere of organizations,the management of training funds,the appropriate incentives. |
