In the new century, the tourism ind ustry appeared an unprecedenteddevelopment in the context of economic globa liza tion, the flow of variouselements about tourism development includ ing the passenger source becamemore freq uent. Cross-regiona l tourism cooperation has become the ma instrea m,on one ha nd, it achieve the goa l of complementing each other's strengths inresource, on the other ha nd, expand the tourism ma rket resulting in commondevelopment in mutua lly beneficia l coopera tion. Then there are ma ny adversefactors in cross-border tourism region, which will limit tourism developmentbecause of the administrative divisions; therefore the cooperation developmentmeasure in a certain mode will avoid these adverse effects in cross-border tourismregion.This article based on the specific cond ition of Langmusi cross-bordertourism region, we made a deep ana lysis and resea rch in the following aspects:natura l environment and socio-economic basic cond itions of Langmusi, statusand problems of tourism develo pment. We resea rched the tourism resources'overa ll distribution and internal rela tions to clear the affilia tion of resources,ana lyzed the internal structure and mecha nism of tourism resource and put up thenecessity and feasibility of the cooperation development between the Ganna nPrefecture and Aba in cross-border tourism areas.Accord ing to the actua l situa tion in this area, combined with the releva nttheory and lea rned other regions'successful experience, we proposed thecorrespond ing models in different developmental sta ge of Langmusi. We putforward the development strategie s at the present sta ge and specific measures inthe aspects of recourse, ma rket and environment in combina tion with thegovernment-based tourism development mode.
