| With the increasing pressure on resources and environment, and the rapid development of telecommunication technologies and new round restructure of the telecommunications industry, telecommunications companies are facing a major change in environment, and more sharp competition in the market. To cope with the rapidly changing telecommunications technology and market challenges, and to seize opportunities for development of information technology, telecommunications enterprises must speed up the transformation. To make a green communication operator through energy saving and emission reduction systemly, it is an important way for telecommunication enterprises to lower the cost through the coordination and cooperation with the suppliers, to reduce carbon emission and use of hazardous substances, to make a good environmental image, so as to enhance high-value green purchasing management.Currently, the study on the performance of green purchasing is so few, which is a highlight of the study, but also a hot issue and the difficulties. This dissertation takes the green purchasing performance evaluation as the main subject, establishing an assessment index system and making the evaluation assessment for green purchasing. Research results are hopeful to provide useful guidance about the green purchasing reengineering and coordinated development with the economics and environmental protection of the green purchasing for Shanghai telecom. Based on the above arguments, the research works of the dissertation can be consists of:Firstly, this thesis put forward the research theme, according to the Shanghai telecom's strategic procurement, as well as the author's practical experience, combining with the knowledge. Then, it comes to the research necessity and importance through analyzing status of purchasing management in Shanghai telecom and process problems. And then, based on the understanding of the national and international green purchasing theory, the paper found the green purchasing conceptual model and summarize the theory of the purchase performance evaluation model and methods, laying a theoretical foundation in the research work of this paper.Secondly, the thesis analyses the procurement process of Shanghai telecom to discover the factors of the green purchasing performance, designing the index system of the green purchasing performance evaluation with BSC and making the dimensionless processing for the indexes. And then, the thesis founds the green purchasing performance evaluation model according to the evaluation method based on the Extenics, which has been improved in the thesis. Besides that, the thesis gives a method to calculate the indexes of the indicators.Finally, The author indicate the application of the model on the green purchasing base on the Extenics through the specific case of green purchase of Shanghai telecom, and test the rationality and the availability of the model. |
