China is a multi-national and agricultural country with two-thirds mountainous area of the total. The stability and development of rural mountain areas is related to the modernization of the country as a whole. This paper, taking Enshi Tujia and Miao Autonomous Prefecture (hereinafter referred to as Enshi Prefecture) as an example, studies the land transfer in regions inhabited by ethnic groups, focusing on the development of ethnic minority community with materials and investigations. After the investigation of land transfer system and the phenomenon of land transfer survey in Enshi rural areas, this paper answers the question of what the land transfer is, how land transfer in Enshi rural areas is, and how to promote land transfer fundamentally and other issues. Then it puts forth the land transfer mode of"'centipede-like'typical community building,"and discusses the specific content of the mode in regions inhabited by ethnic groups.Firstly this paper analyzes the major background of this research and studies the significance of this research. The keywords"rural land"and"land transfer"were defined in this chapter as well. In the rural land system in the four stages of the historical changes, land transfer system has changed from recessive to dominant development.Secondly it undergoes an investigation of land transfer in Enshi and finds its characteristics and problems and summarizes the five forms of rural land. It puts forth that the low productivity and social level of development fundamentally restricts the process of rural land in Enshi.Thirdly, based on the fundamental factors of mountain land transfer and from the prospective land transfer and community-building, it proposes that the"centipede-like"approach can promote community building social development level in regions inhabited by ethnic groups and this gives power to it. Based on the"centipede-like"approach, it has an inspection of"Gaogong Bridge mode"and discusses the feasibility and advantages of typical of community building.Finally, from the prospective of improving land transfer measures in regions inhabited by ethnic groups, it gives suggestions that land ownership and reasonable standards of land rent should be established, land transfer machanism of"farmers'free access to land"should be established, a sound social security system and land transfer market system in rural areas should be established, the"centipede-like"typical community development should be promoted, mutual development of land transfer and community building should be achieved, to achieve agriculture economy taking family as the basic production unit, to respect farmers'ideas and give guide to them about land transfer, to establish long-term supporting mechanism of"one city to one town", to promote the process of urbanization, to have the formation of space layout"city - towns– set"and to focus on building effective and fair regulatory mechanism to prevent the emergence of new wealth disparity.
