Based on the statistical data in Sichuan universities, industrial enterprises and research institutions. Mianyang City, currently ranked the forefront of scientific and technological achievements into the effectiveness of the province’s Mianyang City, the main method of promoting scientific and technological enterprises, encourage scientific research personnel and the establishment of scientific and technological achievements docking three ways to promote scientific and technological achievements. Guang’an way scientific and technological achievements, strategies and Mianyang City, compared with a little maneuverability, mainly in terms of measures to promote the development of enterprises, research centers.
