The development of economic always needs the supporting of matched public transport facilities, and those facilities will positively promote the development of economic. In recent years, Nanjing Metro, Qingzang Railway, Ningbo Bridge and etc have been completed. The national-wide highway network, high-speed railway, giant port also has been planned in the new century. These large-scale public transport projects are characteristics of huge investment, long construction period, lasting impact, high-risk business, and so on. One risk event in any stage of the life cycle always results in huge economic losses. And it may cause negatively impact on the region's economy and even the whole country in medium or long term. Therefore, the risk management for large public transport infrastructure projects is particularly important.This dissertation firstly studied the basic meaning of project risk management and the basic risk management process, promoted risk management processes and provided whole lifetime risk management processes; secondly, identified main risks in different stage of major public transport facilities; thirdly, researched risk assessment methods and provided a improved fuzzy method combined with entropy which can apply the knowledge and experience of expert to assess risk of large-scale public transport infrastructure projects; fourthly, studied risk response strategy, the nature of the risks and the level of controllability should be considered when choosing risk response strategy, no matter which measure is chosen, the risk involved in a project will ultimately be borne by some party, in this perspective, risk response strategy is the same as risk allocation strategy, the author proposed risk allocation model; fifthly, done empirical studies on the Qingdao Cross-Harbor project, it illustrated the effectiveness of the improved fuzzy evaluation method combined with entropy; finally, gave the summary of this study and pointed out that the establishment of index for risk allocation can be a future research topic.
