The Post Behavior Of Village Cadres In The Developmengt Of The Rural Economy

Agriculture is the foundation of a nation. The level of the rural economy and the quality of farmers'life are directly related to long-term stability of society. In the new period of building a socialist harmonious society, how to effectively promote the development of rural economy and increase farmers income are the most critical and difficult tasks in current. Village cadres work at the forefront of the rural area and they are the "focus" of promote the polices of new socialist countryside truly implement. Therefore, there is great practical significance to study and grasp the law of village cadres'post behavior in developing the rural economy.Shaanxi, which located in the Yellow River, is the birthplace of China's agriculture and civilization. If we want to analyze the evolution of "village cadres'post behaviors" and development of rural economy in China, from a historical point of view, we must refer to the agriculture and rural in Shaanxi Province. Meanwhile, Shaanxi lies in western China, so grasping the characteristics of the village cadres'post behaviors has an important role for the promotion of new rural construction and rural economic development in western China.Firstly, through access to historical documents, this paper summarized the evolution of the village cadres'post behaviors in developing the rural economy. It includes the basic characteristics and changing trends of the village cadres'post behaviors in the development of the rural economy in different historical periods, such as the primitive society, slave society, feudal society and also the time after founding of new China. We found that the key point of village cadres'post behaviors in developing rural economy had chaged from "the development of agricultural production" to "implement national decree" to "service village". On this basis, combined with the main new content of the construction of New socialist countryside, the paper divided the post behaviors of village cadres in developing rural economy into three categories: the post behavior of constructing rural economy environment, the post behavior of guiding agricultural production and the behavior of serving non-agricultural economy.According to the field surveys, it respectively described the specific content of the three types of post behaviors, also explore their internal rules and make a summary of existing problems. At the same time, the article used the survey data about 207 village cadres in 190 to quantify the behavior of the job by weighted. And also establishes a multiple regression model to disscuss the may affect factors of the village cadres'post behaviors in developing rural economy from four aspects, including village environment, social capital, human capital and work motivation. The results show that though all the four factors have impacts on the post behaviors of the village cadres in developing rural economy, but there are still some differences: the village environment and social capital only have limited effect, while work motivation and human capital play important roles. The work motivation has a positive correlation with job behaviors, while the human capital has a negative correlation with the post behaviors. Finally , it make a comprehensive evaluation about the post behaviors of village cadres'in developing rural economy from the degree of difficulty and significance ,and also put forward some policy recommendations from two aspects: the government and village leaders themselves, combined with the above conclusions, for the post behaviors of village cadres in developing rural economy.
