There is a long time of solving the issue of income gap in terms of farmers in chuan and mountain areas of Ningxia. In the year of 1983, in order to implement the central policies, Ningxia Hui Autonomous Region decided to transfer mountain farmers living in the part of the Xihaigu region to the region, which are rich in water and power resources. With the development of Reform and Opening Up Policy and rapid economic advancement, Ningxia has gradually further this project and has transfer 350 thousand people within 5 years. In order to solve the overall coordination of the development of the national economy, the state introduced the western development strategy in 1999. Considering that situation, Ningxia Hui Autonomous Region has formulated the "Ningxia Poverty Alleviation and Development Planning (2001-2010) ", which aims at increasing the income level of farmers in poor areas and improve overall development of rural economy in Ningxia. Since the Implementation of the Grain for Green Project in 2000, the focus of mountains area transfer from main food crop to pasture-based livestock, which intend to improve environmental conditions in mountain areas as well as farmers'income and reduce the income gap in the chuan and mountain area. Based upon the abovementioned policies and projects, though the condition in terms of farmers'income has improved, yet the income gap of farmers living in chuan area and mountain regions still exists in Ningxia. It is, therefore, essential that how big and change in terms of the income gap be taken into account. In this context, this paper will perform an analysis on income gap of farmers in chuan areas and mountain of Ningxia, and its main contents are as follows:Chapter one, expounds the origin of the research problem, purpose and significance, and sort out literature on income disparity in terms of the farmers. Then the paper will put forward research ideas, methods and possible innovations.Chapter two, through analyzing the per capita net income and income structure of farmers in the chuan and mountain area. the paper will perform income differences associated with the change in income structure in during the period of 1991-2009. The results show that with regard to income structure, the impact of family income and wages income are relatively significant.Chapter three, use a comparison analysis based on using systems of extreme value index, standard deviation, coefficient of variation and Theil index in the chuan and mountain area. And the result demonstrates that, during the period of 1991-2009, the relative changes of per capita net income of farmers are obvious and in terms of chuan regions, the change is more evident than that in the regional of mountain area. The same picture is also seen in terms of income disparities.Chapter four, through Grey Relational Analysis, the Chapter four will adapt eight agricultural factors and examine the factors accounting for farmers'income and income gap in chuan and mountainous areas of Ningxia province. The conclusion illustrates that the fertilizer application rate and crop acreage exert an relatively important influence on the income of the farmers. Apart from that, the impact of chemical fertilizer, animal husbandry and fishery output, agricultural machinery power, fisheries production on the income of farmers is relatively large. The relational degree of selected eight factors and farmers'income is less than the level of 0.5, further, the contribution of selected eight indicators to farmers'income gap is relatively small.Chapter five, summarizes the conclusions and put forward some countermeasures, which aims at narrowing the farmers'income gap in chuan and mountain area of Ningxia. Eventually, the present study will point out the inadequacies and following-up research.
