Study On Assessment Of Urban-Rural Coordinating Development In Henan Province

Urban and rural areas are two regions with specific meanings, they are characterized by their mutual dependence and influence, namely, they are inclined to develop coordinatively and harmoniously accompanied by friction and contradiction. It is an inevitable tendency that urban and rural areas coexist with the successive phases from isolation and opposition to openness and harmony. But in China, the two areas are isolated and shaped into urban-rural dual structure due to various kinds of complicated reasons. Therefore, under the circumstance of economy and society transformation, it is the main topic to adjust the urban-rural relationship to change the urban-rural dual structure into urban-rural coordinating development.In the third plenary sessions of the Sixteenth CPC National Congress, the government definitely puts forward to implant the strategy of urban-rural coordinating development and "the establishment is gradually advantageous to a system of changing the dual structure". In the Seventeenth CPC National Congress, the central authority calls for the whole country will adhere to the strategy of urban-rural coordinating development and put forward to a major historic task in the future to construct a new socialist countryside. This is the strategic idea and theoretical innovation and political guarantee, there are great both theoretical and practical meaning in studying on urban-rural coordinating development.This paper take urban-rural coordinating development as the main thread, with the corresponding theory of human geography, development economy, regional economy, and regional sustainable development as the guideline. Based on the full play of geographical methods, the study use the measures of subjects like economy and administration for reference, establish related mathematical model for a combination analysis of qualitative and quantitative phase, logic and empirical phase with the ideas of system analysis and comprehensive evaluation. Focused on the theories, it measures indicator system of regional urban-rural coordinating development. Furthermore, it performed empirical research on the regional urban-rural coordinating development of Henan province. The primary contents of the study are as follows: the connotation and main contents of urban-rural coordinating development, the foundation and framework of regional urban-rural coordinating development, the methodology and multi-indicator comprehensive evaluation methods to measure regional urban-rural coordinating development, the empirical analysis of comprehensive evaluation and regional diversities of regional urban-rural coordinating development in Henan province, the strategy plan and countermeasures of urban-rural coordinating development in Henan province.From the study, it was concluded that, firstly, Henan Province is at the initial stage of urban-rural coordinating development, but confronted with the actuality of "Henan low-lying". It is necessary for Henan Province to draw lessons from Eastern Coastal areas and Western Cheng-Yu areas to improve the process of urban-rural coordinating development. Secondly, spatial differences of urban-rural coordinating development are distinct in Henan province, this conforms to the regional economic differences, but the movement in time sequence is not that evidence. Thirdly, Zhongyuan Urban Agglomeration has come to the basic-realization stage, it should carry out urban-rural coordinating development in advance, but the insider differentiation is also obvious. Fourth, urban-rural economic and society development is in line with the overall urban-rural coordinating degree, but the spatial and environmental coordinating development is not. Fifth, ANP is suitable for the indicators weighting of urban-rural coordinating development comprehensive evaluation, it's more convincing and adherent to the practice compared with AHP.The framework of regional urban-rural coordinating development analysis makes it feasible to distinguish urban-rural coordinating development between variety regions, which possesses the practical meanings and reference value for understanding the urban-rural coordinating development problems and disadvantages, grasping the process of urban-rural coordinating development, and finally, determining the urban-rural coordinating development Principles and policies.
