The research of complex product system in the field of product innovation hasimportant significant. Complex product system innovation can improve the country'ssuccessful and competitive advantage of comprehensive national strength and influencea countries formed international status. At the same time, because of complex productsystem innovation market failure completely on the market mechanism, make it can'teffectively configuration of social resources. So, the government needs through a seriesof policies to participate in complex product system innovation, such as R&D subsidy,tax cuts, government procurement, etc., so that complex product system innovationproject can successfully completed. At present, how to improve complex product systeminnovation performance through the government behavior hasn't deeply study. Thispaper studies support theory that how to improve complex product system innovationperformance through the government procurement behavior.Firstly, this research analyzes the complex product system's market has publicgoods and external effects, monopoly and asymmetric information characteristics, so themarket failure. Market mechanism already can't effectively configuration of socialresources. And a lot of complex product system innovation projects is related to thepeople's livelihood fundamental construction project, or is related to national securitydefense projects, for the development of the country has important strategic significance.Based on the above two aspects concluded that it is necessity that government involvedin complex products, as well as it is particularity that government involved in complexproduct system innovation through its purchasing behavior . According to governmentprocurement policies function, combined with complex product system innovation itsown features ,than analysis of complex product system innovation mechanism of actionof government procurement, namely government procurement has impact on complexproduct system performance: to create a market, share the risk, guidance, incentive andprotection mechanism and puts forward the theoretical model. Secondly, this researchsuggests the key factors of government procurement has impact on complex productsystem innovation performance, they are respectively project management team,government procurement contracts, government procurement mode and governmentprocurement procedures. And this research suggests three-dimensional innovationperformance indicators of complex product system. They are respectively technicalskills, customer satisfaction and opportunity window. And construct a theoretical model. Finally, using structural equation model, this paper analyzes that the role of the path ofgovernment procurement behavior has impact on complex product system innovationperformance. The empirical results show that government procurement contract has thebiggest impact on complex products system innovation performance. Purchase projectmanagement team, government procurement procedures and government procurementmode is progressively less influence the complex products system innovationperformance. Therefore, in complex products system innovation, improve theperformance of purchasing project management team, standardize governmentprocurement contracts and government procurement methods, the optimizedgovernment procurement procedure to improve the performance of complex productsystem innovation have positive significance.
