As a typical intelligence-intensive and knowledge-intensive industry, planning and design industry has undertaken more and more important tasks in the urban development. Knowledge staffs, being the most active and promising production factor and the carrier for design and innovation, has become the strategic resource for planning and design units to gain competitive advantages. Therefore, it requires effective motivators so as to make knowledge staffs voluntarily devote their knowledge capital to the improvement of intellectual level and innovation ability, which will definitely make a significant contribution to the urban-rural development and planning industry development. Only by effective performance and payment management, can working units motivate knowledge staffs, attract and retain the talented people, make them do their best in the work, and ultimately improve economic benefits and elevate competition.This paper mainly focused on performance and payment management, systematically stated basic theories of knowledge management, performance appraisal and salary management. Take TJ planning and design institute as an example, by using scientific analytic tools in research, firstly, the author conducted an investigation of the current performance appraisal and staffs management in this institute, then figured out the existing problems, analyzed causes, and tailored performance and staffs management modes. Secondly, based on post value evaluation and the introduction of relative modern performance appraisal and payment management modes, the author reconstructed a new performance appraisal and payment management proposal for TJ planning and design institute. Finally, the author drew the conclusion, pointed out the merit and demerit of this proposal, analyzed existing problems and probed possible directions for further research.The analysis of knowledge staffs'performance and payment management in planning and design units, and the further probe, will produce a certain reference for its peers.
