Project management has been widely used and developed since it was introduced into China in the 1980's. However, as one of the nine areas in project management knowledge system, risk management is in a weak position in most projects. So, risk management applications have not been acquired substantial results in general projects, especially in port construction. Wenzhou port is one of China's 25 major ports along the coast, which occupies an important position at the national integrated transport network distribution. Yueqing Bay Harbor of Wenzhou Port is the No.1 of three core harbor zones, which is the most development potential port harbor.This thesis researches the development status of risk management theory and sorts out the risk factors in port construction. We use the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation (FCE) methods to develop and construct Yueqing Bay Harbor of Wenzhou Port. According the result of the risk analysis, we propose specific risk prevention methods for the development project of the Harbor.This research using various methods such as questionnaire survey, expert consultation, literature research, and mathematical tools to find out the key factor that restricting the development of the Wenzhou port. It obtains the first-hand basic materials for risk management of the port, and opens a new perspective for the study of port development. We propose a multi-dimensional framework of risk management system based on information system, system building and cultural construction.The paper's main conclusions and innovation points:1,According to the risk management process proposed in PMBOK Guide by the U.S. Project Management Institute (PMI), we sort out the risk management processes of port project in detail.2,By the combination of theory and practice, through questionnaires survey, expert consultation, literature research, and mathematical tools and other methods, deep-level seeking a key factor restricting the development of the port, not only gains first-hand basic materials for risk management of the port, but also opens a new perspective for port development study.3,The risk management system model of port project is proposed from several dimensions of target, factor, process, time, and to be healthy operated from the aspects of developing information system, system development, risk culture nurturing.
