Since the new economy times, the living conditions of the enterprises are becoming more and more complicated, the external environment of the enterprises is changeful, the enterprises are faced with unprecedented impact and challenges, which put forward new requirements to enterprise human resources training and development. So the enterprises must think and construct the new model of the enterprise human resources training and development from a globalization and enhancing the core competitiveness perspective. At the same time, the effective training and development can also teach knowledge and skills related with work to the employees, which can improve the employability for the employees and also attract and retain the talent for the enterprises.Of all the enterprise resources, human resource is the most precious one. All kinds of production and business operation activities are relying on people to finish in the enterprise. Enterprise talent cultivation and development is an important part of enterprise human resources management. Based on the characteristics of the enterprise itself and the current human resources management practice, the enterprise puts modern theory and method of human resources management to use; according to the problems existing in the enterprise talent cultivation and development, the enterprise puts forward the scientific, reasonable and specific human resource training and development mode, which has practical significance in the enterprise. It can help enterprises to improve the existing of talent training and development, and also can provide the reference for the enterprises in the same industry or similar enterprises.The talent training and development in the Taiyuan iron and steel (group) company is studied in the paper. Combined with a new mode, a new regime, a new system, a new idea, a new practice theory, enterprise management innovation and service development goals are explored in the talent training and development in Taiyuan iron and steel (group) company. The talent training and development system is composed of seven aspects, which are professional training system, the classification of the layered employees training system, training professional network system, practice base, standardized system management system, teachers team, and the course development and construction.
