As the development of transportation system, the coordination of various rapid development. According to the Ministry of Communications to expert estimates, highway inputs and outputs is 1:3, per billion investment will create jobs about 3900; according to estimates, a dollar increase in air input to output of 3 per drive per million passenger throughput can generate 2,500 jobs,cost $130,000,000.Then the rapid development of traffic on the regional economy and employment, stimulating effect is obvious.Transportation is also restructuring the personnel structure .The study found that the manpower resources are many problems: the density is not a small talent,not a problem on the human scale,but the talent can not play its due role, in order to find the transportation industry in our province on the HR structure and resolve the problems, this paper will study several aspects: First constructing indicators on transport industry, analusising the structure of HR through descriptive method; Secondly,propose that HR development including capacity and quality, with HR and economic growth theory and model and the relevance of transportation, transportation from the HR structure with economic development and adaptability of the industrial structure can be seen, economic growth and growing expertise in the law exists, but the number gradually decreased, and quality is increasing, and proposed the total surplus of HR and inefficient, irrational structure, HR contribute to economic growth is low, and the coordination of the industrial structure is not high; with the future of our province's economic structural adjustment policies,development of transportation demand forecasting HR development of the structure and dynamics from the quantitative of the manpower resources the traffic, the level and structure of demand forecast analysis. Finally, to achieve internal "transfer" and external "control" of constructing a rational structure, proposed transportation optimization of HR processes and optimization strategy.
