Human Resources, as one of the core resources of modern enterprises, has got much attention nowadays. Many researches concerning human resources have appeared. With the fast pace of domestic economic development and continuous stripped-down and reconstruction in telecom industry, recruitment model has changed from the single mechanism of full-time employees into the coexistence of labor dispatching and mechanism of full-time employees. Therefore, how to stabilize the labor dispatching employees, understand their requirements and design a reasonable encourage mechanism has become a crucial topic in human resources management.This thesis particularly introduce the basic knowledge of encourage theory and the conditions of labor dispatching mechanism in the first place. Meanwhile, the profile of China Mobile Group Tianjin Co.,LTD and the internal and external environment will be illustrated in this thesis. Besides, this thesis detailed describes the current situation of labor dispatching mechanism of China Mobile Group Tianjin Co.,LTD, including performance management, salary administration and career planning ,and propose and limitation and problems of the labor dispatching mechanism of China Mobile Group Tianjin Co.,LTD. Based on the above introduction ,this thesis utilizes classical encourage theory and propose many suggestions and assumption such as the combination of substance incentive and spirit incentive, the positive incentive and negative incentive, motivational factors and hygiene factors in the field of performance manage, salary administration ,long-term incentives and promotion plan which can evoke the loyalty and belonging of labor dispatching employees and create a good environment of recruitment model and achieve the effective encourage eventually.This thesis sets up the labor dispatching mechanism of China Mobile Group Tianjin Co.,LTD initially which can improve the satisfaction of labor dispatching employees and provide reasonable a way for the development of human resource management and long-term stabilization of employees. This thesis has the theoretical and practical meaning in current situation.
