With the increasingly fierce market competition, the enterprise need to seek employment patterns of innovation and reform in order to reduce the cost, enhance core competitiveness and increase profits. Labor dispatching is a good way to meet flexibility of the enterprise needs. As a high flexible labor model, on one hand it promotes employment, on the other hand, it has a good effect for enterprise to reduce labor costs. But it also exists many problems:the immature of China’s labor dispatching operation mode, the lack of relevant laws and regulations, the lagging state of the supervision, most of the leasing company cannot gain enough qualification, the enterprise’s management standard is in a low level, and the sending workers are blind of choosing their jobs, all of the factors mentioned above bring out many problems during the function of labor dispatching.As a main dispatching model, transfer-labor-dispatching has been widely used in the finance areas, it’s human resource management model presents uniqueness and superiority, it also shows lots of contradictions and issues. At present, the domestic scholar do a lot theoretical aspects of research about labor dispatching, some scholars began to research human resources management operation situation of labor dispatching about manufacturing or productive enterprise, But it is rare from the financial industry perspective. This paper aims to study labor dispatching in Cheng du X sub-branch of bank of China, research about it’s human resources management development, institutional arrangements and the operation process and so on, further more, the author want to find out an ideal way to analyze and solve with the problems existing among X sub-branches, the dispatching company and the dispatched employees during the operation process.So as to supply X sub-branch with advices to improve dispatching human resources management model. Eventually offer suggestions to handle the common problems existed in the transfer-labor-dispatching from different angle.
