With the continuous expansion of business scale, HR Management plays a more important role in Group Enterprises'development. Success or failure of HR management is related to if joint forces can be formed, if HR management system can be high-efficiently operated, if enterprise can get advantages in competition with advanced HR capital development and usage. All these are important factors related to the development for enterprise towards bigger and stronger. But in recent years, they are becoming more and more difficult problems for how to position HR Management of all levels in Group enterprise and how to maximize the effectiveness of Group Overall HR. So it is of great practical significance to make in-depth research in HR management theory.This article firstly mentioned the research in Management theory of Group Enterprises, cleared the meaning, characteristics, status and its three management modes. It also made research for HR management, defined the meaning and basic characteristics of HR, basic contents and features of HR management for Group Enterprises, basic meaning of HR management system, etc. It has laid a theoretical foundation for further research of Group Enterprises'HR management system. Secondly the writer focused on the basic modes of Group Enterprises'HR management : Consultant HR Management mode, Regulatory HR Management mode, straight-tube HR Management mode. At the same time, described the effective factors and characteristics about these three Management modes and showed that HR Management mode would transform with the changes of Group enterprise management pattern. The Group management pattern will decide the HR management mode, while the changes of HR management l mode will promote the changes of Group management pattern. Chapter 4 discussed the main content of establishing enterprise's HR management system from three aspects: First is how to establish Group management system to manage and supervise dispatching personnel; Second is how to build talented personnel echelon, how to develop succession plan for senior personnel, so as to form reserve personnel in key areas. All these can provide strong HR support for long-term development of whole Group and improve Group HR management capability. Third is how to create multi-level performance appraisal system to ensure identical goals between Group headquarter and subsidiary companies and achieve maximum efficiency for overall Group. Finally we used Case Study method and take Tianjin XX group as an example. Introduced company's basic overview and the reforming background, made analysis about evolution process of Group Enterprise's HR management ,summed up the existing problems and causes, put forward how Group headquarter transform its function position and use which of HR management and control modes as solution, at the same time, proposed implementation methods in detail for HR management ,including to establish Group HR Management system, Group dispatching personnel management system, Group HR management organization, Group HR supervision mechanism, etc.
