With the development of global economy and the joining of China into WTO, quantity of multinational projects have been dramatically increased. The prominent international company has adopted"Project Management"as one of core competences to meet the changing requirement for managing complex/large projects. As the project construction team members come from different countries and culture backgrounds, the culture conflict originated from cultures difference will often lead to deep impact of project execution, in worst cases, even result in project failure. In view of foreign engineering company perspective, the study is conduct on how to identify culture differences and deal with culture conflict, build the best east-west project culture, improve the project performance.The research summarizes and evaluates cross-culture management theory inside and outside China. Discusses the dialectic relationship between the culture and project management as well as related theories of the culture differences, give definition of cross-culture management in project execution; Analyze China and western country cultural differences, the different cultural factors that might impact management, summarize seven different aspects between China and western management cultural environment; some typical cases in foreign investment project management are taken as reference to analyze culture conflict one by one in nine project management knowledge areas, summarize the matrix sheet between nine project management knowledge areas and seven cultural factor, summarize the systematic culture integration approach and solution.This paper main contributions presents as following: (1) summarize seven different aspects between China and western management cultural environment (2) the matrix sheet between nine project management knowledge areas and seven cultural factor (3) systematic culture integration approach and solution are summarized and analyzed.
