| Post project evaluation is one of important measures for improving managenment level of investment project. Post project evaluation is a review for every work stage in project construction program. By systematical and the effects of capital asserts investment project, the causes of success and failure of the project were foud out, moreover the experience and moral were fed back to the intending project. That is very significant for the enterprise to improve investment management and decision-making level.Because Shaanxi Telecom is a state-owned enterprise which broke away from planned economy system,, it's investment project management has obvious characteristic of planned economy, and the phenomena of emphasizing prophase and ignoring anaphase is prominent. According to the reguirement of Dongguan Telecom advancing delicate management and promoting investment yield, post project evaluation must be strengthened, and it shuould be taken as an important aspect in investment project.This dissertation introduced the essential theory of post project evaluation, expatiated the concept of post project evaluation for telecom industry, summarized it's active affects as viewed form project lifecycle, and summarized the content of post project evaluaton. The status of post project evaluation management in Dongguan Telecom was analyzed systematically, and the problems in existence were pointed out, moreover, proposed post project evaluaton management mode adapting to Dongguan Telecom. Taking Changping PHS investment project as a typical case, post project evaluation was carried out, including project execution, network occupaton, consumer market extension and economic benefit. Bsaed on the above evaluations, some constructive advices for Dongguan Telecom project management, Dongguan PHS network optimization, PHS market exploitation, etc, were given. Finally, modificantion measures of post project evaluation were proposed according to the actual satte of Dongguan Telecom. |
