Research On Construction Of Rural Infrastrucrure In Taizhou City

In China, the rural infrastructure is an important issue in the process of coordinating the development of rural and urban area, and of establishing a well-off society. The China's 12th Five Year Plan Proposal and The basic ideas on the 12th Five Year Plan of economic and social development in Taizhou city both demonstrate that we should strengthen the rural infrastructure, promote the facilities and supportive ability of rural infrastructure. Therefore, it is necessary to explore reasonable clues through practical investigation and detailed research in order to push the rural infrastructure in Taizhou city.This paper first explains the background, meaning and thoughts of the research, and concludes some related theories. On the basis of theory analyze and with the help of some data and graphs, we investigate the present situation of the rural infrastructure in Taizhou city and find out the existing problems through case studies and graphs analyze. The problems are as follows: lacking of capital, single financing channels, unclear division of powers, and prominence of supply conflicts and vague definition of property rights.This paper provides some related political suggestion according the above mentioned buses. Firstly, we should enlarge investment and establish diversified system of investing and financing. Secondly, we should rebuild the relationship of financial authority powers in the government to confirm the responsibilities. Thirdly, we should reform the supply decision-making system in order to centralize the needs of farmers. Fourthly, we should promote the reformation of property rights in rural infrastructure. Fifthly, we should insist the innovation of technology to improve the development and usage of rural infrastructure. Besides, we need to strengthen the management of project funds, and optimize the supply structure of the rural infrastructure, avoiding the policy of uniformity.
