Investment decision-making phase of construction projects plays a vital role in project success. The primary reason for the failure of many construction projects lie in the insufficiency of investment decision-making phase, and the investment decision-makers lack a systemic understanding and management of the whole construction project investment decision-making phase. Therefore, this thesis analyzes and sums up both the insufficiency and the key points of construction projects investment in China, with the own experience of construction projects investment. Importantly, this thesis analyzes the investment decision-making system and its five systemic factors, and based on the systems engineering 3D methodology, this thesis forms a construction project investment decision-making system graphical model. We further analyze the three dimensions of the investment decision-making model, namely prospect dimension, time dimension and logic dimension, so as to provide a practical, workable idea and method to the actual investment decision-making process. Finally, this thesis uses an actual electric power transformation project to put the investment decision-making system model into use, thus examining the applicability of this idea and model.
