Study On Establishing Huatai Group Paper Manufacturing Industry Circular Economy Development Mode

Circular economy (CE, for short) is a kind of economic development pattern whose aim is to produce a harmony of economic development and natural world. It is a kind of Ecological Economy essentially. With the lack of resource and energy, and the deterioration of environmental pollution increasingly, developing CE is becoming the urgent need of 21st century and the most important approach to put the sustainable strategy in practice.In the past, our paper manufacturing industry adopted traditional type of economic growth, which is "resources-products-pollution discharge'', high pollution to the environment, low utilization and high consumption of resources. As a result, the shortage of material supply and water resources and the environmental pollution have become important factors that prevent the paper manufacturing industry from sustainable development. So from the point of view of the sustainable development of paper manufacturing industry, this paper thoroughly grasped the status of domestic and foreign paper manufacturing industry and commented the development trend of domestic and foreign paper manufacturing industry. The paper took Huatai group as an example. With the guide of the theory of circular economy, cleaner production, industrial ecology, environmental economics and system engineering and based on comprehensive investigation of the target factory, the circular economy development mode of paper manufacturing industry was established, which suited to the actual condition in Huatai group and fundamentally aimed to solve the conflict of environment and development and carry out the sustainable development of paper manufacturing industry. So the study on the circular economy developmental mode of paper manufacturing industry will have better application and popularization prospects. The central contents involve:(1) Established the method of investigation of Huatai group paper manufacturing industry, designed the contents and tables of investigation and then went to the target factory to investigate. Based on the results of the investigation, the status of Huatai group was analysed detailedly and systemically, which could provide the basic materials for the mode establishing.(2) Established the index system, corresponding evaluation method and diagnosis system of paper circular economy, which were scientific and available. Based on the investigation materials, the status of Huatai group paper manufacturing industry circular economy development was evaluated to find out the restrictive factors. First of all, analysed the connection of paper, thermal power, chemistry, logistics, water conservancy, forest, packing, print and tertiary industry and established industry chains in one industry and among industries, which formed the circular economy arterial industry mode of Huatai group paper manufacturing industry. Second, the circular economy recycling industry mode was established through the comprehensive utilization of waster water, sludge and ash-sediment. Then based on arterial and recycling industry mode, the circular economy overall development mode was established.(4) Finally in order to guarantee the run of mode in high efficiency, the paper established the supporting system of Huatai Group paper manufacturing industry circular economy development mode.
