| Flowers industry belonged to a green industry with its economic, social and ecological benefit, it was one of traditional predominant industries in Wujin District of Changzhou City. With the development of 20 years, it had formed large industrial scale, higher popularity and influence, which had played an important effect on increasing agriculture effects and peasant increase. Accompanying the process of industrial enlargement, it was subject that modern flowers industry must be accelerated and traditional predominant industry must be upgraded.This study analyzed flowers industry in Wujin District problem with the economics, the management, the knowledge of statistics combining literature approach, evolvement analytic approach, comparison analytic approach, associating analytic approach, SWOT's analytic approach as well as investigates approach etc. Development tactics and suggestion on Jiangnan base of flowers industry were put forward, which forecasted the development of flowers industry in Wujin District, what's more, established a theory foundation for the development of Jiangnan base of flowers industry.Firstly, The study analyzed international and domestic development situation and trend of flowers industry, as a result, flowers industries development was focused on constructing perfect and high efficient circulatation system of the flowers industries, salver flowers, cutter flowers, border and courtyard flowers. Development trend of world flowers industries was focused on installation and specialization. The Chinese flowers industry had quickened the step relying on the superiority of oneself, which had the characteristic of formation. By ways of comparing analyzing, flowers industry in Wujin District was provided a reference on forming characteristic advantage and becoming the competitive advantage.Secondly, Flowers industry in Wujin District was carried out SWOT analyzing and indicated:district characteristic advantages occurred on the natural conditions, district, resources, profession and the sale irrigation, which is apt to form competitive advantages and development foreground. But disadvantages were involved in unsuitable structure, low utilization ratio; bad trade autonomy, serious competition; low scientific research standard and novel technology; low specialization and industrialization; poor product marketing and circulation standard. The internal competition intensely was increasing, which made industrial development to face with chance and threat at one time.Thirdly, according to modern flowers industrial development trend, it was important to accelerate flowers industry in Wujin District aimed with base construction and region layout. the leading and characteristic production development of base construction must be pushed with overall layout of industry and reasonable division of labour, which formed industry advantages and characteristic.Fourthly, Jiangnan base of flowers industry,1910 mu, was planned according to overall layout of industry and reasonable division of labor by Wujin District Government of Changzhou City.Jiangnan base zone of flowers industry sit in the main district of cultivating flowers. overall objective and development strategy were chiefly defined as:constructing flowers and plants production and demonstration enlargement base with the characteristic of modern technology and installation, constructing science and technology research and train base and constructing agriculture leisure tour base with the content of modern industrial forms, modern agriculture science and technology, the flowers resources and culture.To realize the development objective and strategy of jiangnan base of flowers industry, the study put forward countermeasures on layout, item further development, foundation construction, tour development and plan implementation and guarantee etc.(1) Layout had specially emphasis on the partitions according to the geographical position, chiefly being divided into the flowers production zone, the synthetical service zone, the flowers exhibition and business zone. Moreover, suggestion was put forward on every partition zone bit and area, function locating and the item content.(2) Item further development was mainly subdivided into top grade flowers production area, herbaceous plants production area used in flowers bed and the courtyard, container stock flowers production area according to modern flowers development characteristics and trend.
