Guangxi is a major collective forest area in southern China. The forestlands cover an area of 226,000,000 mu, among which the collective forest is 210,000,000, and 93% of it is run by farmers. The Guangxi collective forest area benefits 7.73million peasant households of 14,788 village committees of 1126 towns in 109 counties(cities or areas).This article is centered on the performance of the reforms of the system of collective forest use rights, which is widely concerned by society. It studies the 136 peasant households of Guangxi's reforming pilot areas-the Qinbei Zone in Qinzhou and Wuming County in Nanning, and gets the first-hand data from which a detailed analysis is made. The result shows a satisfactory success of the forest reform carried out in the pilot areas. From the income of the residents,84.56% of them think it necessary to reform the system of collective forest use rights.74.26% will invest in the forestland while 90.44% of them will actively participate in the farming production. Trials on the forest resource disputes have decreased by 25.25%, and the percentage of successful mediation has raised from 30.11% before the reform to 83.50% after it.15.87% more residents have gone out working for long, while a fallen percentage of 59.26% of the whole household going out working can be seen. The average forest area of each household has increased by 56.39%.83.97% of the residents consider it a great help to reform the system of collective forest use rights, for it is good for the local ecological environment and has efficiently reduced the loss of water and soil.88.97% of the residents believe that the reform of the system of collective forest use rights will necessarily improves the surrounding environment and promote the balance of the species diversity.The article then sets up nine index evaluation systems on the economy, society and the ecological function achieved by the reform and carries out empirical research on the performance of Guangxi's reform of the system of collective forest use rights employing analytic hierarchy process. We're so delighted to see a fairly good performance of the reform, which proves greatly efficient.Finally, based on the result of the study, the article puts forward some strategies and suggestions on continuously furtherizing the reform of the system of collective forest use rights, concerning with how to properly deal with the property right of forest resource, how to perfect the tax systems of forestry, stiffening the management of felling by quota and establishing and improving a commercialized rural service system of forestry.
