GF's Vocational Training Quality Control And Assurance Management System Study

Vocational training (VT) is an essential part of the national education. With the purpose of promoting workers'professional skills, it is an education and training of technical knowledge and practical skills. In China, the low employment rate of university-graduated students has been a serious social problem and will become a long-term trend. VT institutes have been bridging colleges and employers effectively. With the strong support from the state, VT institutes have developed rapidly. However, there are also many problems such as poor product quality, uncompetitive faculty, and poor service and management. The main cause of those problems is the lack of a management system focuses on training quality in the area of VT. What's more, the management of traditional education cannot meet the requirements of the modern VT's development, whose purpose is meeting the market demand for talents. VT in China is in dire need to build a scientific, replicable and practical quality control and assurance management system.Based on the systematical discussion on the theories of quality control and assurance management system and a 2-year research on GF VT companies, this article summarizes the problems exist in studied companies regarding to the quality control and assurance management system. Additionally, the causes of those problems are analyzed. Focusing on the six key links including new organization structure management, academic products development, teacher's training certificate, teaching processing control, teaching support and supervision, and trainee's evaluation, we build the framework and list the detailed implementation measures of the system by applying theory of TQM, project development-iterative and incremental development, and SNS Internet technology. Meanwhile, we provide a scientific, replicable, practical, and easily implementable management mode to standardized quality management of the VT institutes. Furthermore, a reference is made for a sustainable development and a scientific management of vocational training and education in China.
