With the further development of administrative reform on the enterprises, people's awarness on the importance of Performance Management System have been raised. As a consequence, more experts and administrative personnel have attached great concern on the performance management. The validaity of Performance Management System is becoming the key indicator of validity of the Human Resources Adminitration. However, how to build a set of complete, ordered and practical Performance Management System is a tough question lying in front of every enterprise.The writer works for A plant, which has a history of 45 years, one of the factories of the large-scale state-owned steel and iron corporation,. Influenced by the policy of the country and the corporation, A plant has started its probe on applying Performance Management System on middle-level cardes with the Economic Responsibility System as the core since 1980s. It has played crucial role in guaranteeing the assignment from the corporation be fulfilled. However, limited by the cognition on Performance Management System of the administrative personnel, the system has never got rid of the combination of traditional ecnonic responsibility and thus, problems like performance can't be quantized, pormance and salaries can't be seperated, still exist and consequently, the further development of the performance management has been severl-y hindered. Up till now, in A plant, there hasn't anyone who specializes in Performance Management System on middle-level cardes. The writer has reason to believe that this article would provide approaches and direction about Performance Management System on middle-level cardes and in this case accelerate the completion and standardization of the Performance Management System in the corporation.This thesis is divided into two parts:The first part is the theoretical part, including the first chapter, "Introduction" and Chapterâ…¡, "the Summary of Performance Management System and Methods of the main theories," which focuses on the theories, such as carrying out research on the background, purposes and meaning of the paper, the relevant concepts, methods and principles that performance management system involves, characteristics and technology of performance management, Management by Objectives, KPI, Balanced Scorecard and other relevant modern performance appraisal methods. The second part is the practical part, including the third chapter, " the Performance Management System Status and Problems of middle-level cadres of Plant A of Panzhihua Iron and Steel " and Chapter IV," the performance management system design of middle-level cadres of Plant A of Panzhihua Iron and Steel," which analyses the current status and problems of performance management of the Panzhihua Iron and Steel Plant, expands the systematic improvements design based on the theories of performance management to build a new performance management system of middle-level cadres of Plant A of Panzhihua Iron and Steel.This paper is completed by the methods of literature study and case survey. The theoretical part is a lot of access on the basis of previous research by summarizing and deductive reasoning to form a relatively complete theoretical system of systems; the practical part puts the plant A of Panzhihua Iron and Steel as a case study object, makes use of the performance management theorise to diagnose,analyse and expand the optimal design through the questionnaire survey combined with the visit. This paper combines theories and practice organically,not only enriches the theories,but also guide the practice effectively,has reference value to strengthen the performance management of this enterprise and related enterprises.
