Globalization is a notable trend of market competition currently, Instead of strategy formulation, the implementation of strategy which could enhance the international competitiveness of one enterprise has became to a significant topic. Within the complex circumstance, the ability to implement strategies is one of the most valuable skills to maintain an enterprise's strength of competitiveness. Hence, it is essential to discuss the theories of strategy implementation and realization.This thesis has discussed the management and the present situation for strategy execution in comprehensive ways, aim at analyzing the current achievement and the difficulty of strategy implementation. Using the BSC(The Balanced Score Card) as supporting theory, this thesis find out the way of effective management for strategy implementation by analyzing the system of management processes for strategy execution. After knowing the applicability of BSC to companies'strategy management and the obstacles that stand in the way, this thesis has built a new balanced score card which focus especially on the features of tobacco commercial enterprise, and also established one process of the feedback and improvement for strategy that based on BSC. Meanwhile, by researching the value chain between BSC and Strategy Map, this thesis analyzed the applicability of this value chain and its importance for the utilization of BSC in the process of strategy execution.Since resources is one of the key supporting factors of strategy implementation, this thesis has discussed the condition of invisible assets of implementing strategy in three aspects, which were human capital,information capital and organizational capital. In order to successfully implement the strategy and tactic, businesses must make sure the invisible assets are in accordance with the strategies.This thesis also researched the purport of Strategic Performance Management for businesses'strategy implementation, and analyzed the impact of indicator selecting of Strategic Performance. With the in-depth analyzing of multiple indicators, this thesis has built a comprehensive Strategic Performance Indicator system based on BSC, which has set tobacco commercial enterprise as an example and exhibited the combination of financial indicator and non-financial indicator,ration indicator and qualitative indicator.
