As china's biggest capital city near Russia, Harbin enjoys the geographic priority, industrial advantage, science and talents strength in term of foreign trade with Russia. Harbin will take advantage of those potential through establishing Russian Trade&processing Base and state-level import/export distributing center to Russia. The trade with Russia is so crucial for the development of Harbin foreign trade, therefore, it is quite important to study the strategies on the construction of Russian Trade&processing Base.Based upon the research and analysis of statistics, this article illuminates the current development of the Russian Trade&processing Base in Harbin and makes a systematic analysis on the existing problems from the government's perspective, the causes of the existing problems are pointed out from the angles of government macro-policy, enterprise micro-performance and international trade theory. The influential factors on the construction of Russian Trade&processing Base in Harbin are fully analyzed in terms of advantageous and disadvantageous factors from both sides At last, the proposals on how to build the base are put forward according to the current situation and existing problems.
