"Eight economic development planning", a strategy made from the current situation of Heilongjiang, is a scientific plan for economic and social development of Heilongjiang province. Industry and commerce system is a functional department which supervises the government market and carry out administrative enforcement of law. At the same time through analysis of cases, especially some typical cases, the researchers can understand that the policies carried out by industry and commerce departments have a positive impact on the construction of "eight economic zone ".
