Research On Innovation Policy Implementation And Countermeasure In Tianjin Economic Development Zone

The innovation policy made and executed is to promote the research and technical diffusion as well as human resources development, and optimize the innovation environment. At present, there are still many problems in the implementation process although that innovation policy carries out the promotion of enterprise innovation ability, such as low understanding degree of innovation policy, non-perfect matching system and so on.The paper applies to literature method and research method and profits from Western theory and thought to analysis the case of implementation of innovation policy in Tianjin development zone. The first chapter mainly elaborates the goal and significance and carries out the theory research condition about innovation policy through studies domestic and aboard theory literature. The second chapter explains influence factors as well as hindrances according to Western policy theory research. The third chapter is the existence question of implementation of innovation in development zone that discuss difficulty and problems in the process and reason analysis of implementation status of innovation implementation from three aspects such as implementation environment, main body of policy execution of innovation policy and complex policy execution. The fourth chapter is measure research of policy execution, which attempts to propose countermeasure including innovation environment optimized, role localization of main body of implementation and implementation method. The fifth chapter is summary of research results and does propose the research's deficiency, hope to provide reference to implementation of innovation policy in Tianjin development area.
