Research On The Synergy Of Collaborative Technology Innovation Policy In China's Private Technology Enterprises

As one of WTO numbers, enterprises in our country get new development opportunities, and broaden trade channels; but on the other hand, the product of the intellectual property rights are also facing serious challenges, especially because of the lack of the ability of independent innovation ,the technology development is being restricted. Since the goal of establishment of an innovative country were clear, our government put forward the strategy of developing scientific and technological, hoping to achieve from the main track to mimic the "innovation" and to achieve leapfrog development in technology-based changes. At the same time, we introduced a number of appropriate technology innovation policy, hoping to promote economic development and technological progress, but in practice, implementation of these policies remains to be studied.In the thesis, based on the previous studies, the Synergy theory was introduced, and the government support policy to the private technology enterprises were classified according to the basic functions of the policy system, the idea that the essence of policy coordination is policy coordination functions. At the same time, two key variables'analysis dimensions of synergistic effect was clarified(i.e. the order parameter of coordination): market supply and demand variables of key elements of corporate R & D dimensions (technological innovation human resources) and technological innovation of enterprises tendency variable, as a profit-maximizing behavior (value creation and value capture), a synergy of technology innovation policy analysis framework model was built, discussed in each quadrant theoretically (logically) possible synergy target of policy, two types of policy coordination structure (ie possible existence of two types of policy under the policy under the traditional type of composition) and function, and the consistency or synergy target as well as possible synergies matching results, and then build each quadrant of the degree of policy co-evaluation and diagnosis benchmark.Then, the reference for policy coordination, combined with technological innovation and enterprise-level behavioral incentives R & D resources bottleneck in supply and demand factors, diagnosis, matching the existing policy (i.e., co-degrees). In conclusion, the article, combined with private technology enterprises in Wuhan "Hundred Star Project" status of implementation of innovation policy conduct an empirical analysis, the current "one hundred Star Project" lack of policy implementation tend to stimulate technological innovation behavior, in the policy making process there is the pursuit of short-term performance of the policy tendency, resulting in the overall implementation of the policy coordination is low, the identification of collaborative opportunities and lack of grasp. Combined with empirical analysis, the appropriate implementation of interoperability improvements suggestions were given to the "Hundred Star Project".
