| Lu'an City in Anhui Province is a typical agricultural city in China, with a high proportion of rural population and a high proportion of primary industry output. It is obvious that population structure and industrial structure are out of balance. This is caused by the fact that there is large number of rural surplus labors in Lu'an city. According to our calculation, the number of rural surplus labors in Lu'an city is 2.6 million, with a high proportion of 76.4%. The transferring of rural surplus labor force is very important to the development of Lu'an City and its social stability. After that, according to the result of the survey that LuAnn Economic and Social Development Information office made in June 30, 2010, this paper studied the status of LuAnn city's rural surplus labor force and its problems, and then further analyzed the status and the problems in the transfer of rural surplus labor of the city. In the end of this paper, we probed into some resolutions to promote the transfer of rural surplus labor force in China. Through research, we found that there are some problems in the transfer of rural labor in Lu'an city:(1) the transfer labor is of low educational level. (2) The degree of organization for transfer is low. (3) The ability of local firms to attract labor force is low. (4) The transfer is unstable. we probed into some resolutions to promote the transfer of rural surplus labor force in Lu'an city according to these reasons:Firstly, strengthen rural basic education and the training for migrant workers to increase the demand for surplus labor; Secondly, speed up the industrialization of agriculture to create employment opportunities for rural surplus labor; thirdly, develop small towns; Fourthly, accelerate the pace of the development of tertiary industries in rural areas; finally, sound information service and improve management. |
