Since the reform and opening up, especially since the beginning of the 21st century, with the further development and the improve by leaps and bounds of globalization, informationization and high technology, China's industrialization and urbanization stride into accelerating critical period of development, regional economic development pattern and modern city system development also into stride a great reform period. At present, urbanization of city concentration areas in China's western region is still in the primary development stage, the rate of urban system is not high, structural faults, the scale of first city is large, fractal features is more obviously, which restrict the modern development speed seriously.Based on the real situation of economic region of Chengdu and Chongqing, key using growth pole theory on regional economic and its development, fractal theory and the city's first degrees of core theory, mainly elaborated the research background and significance, the domestic and foreign research review, the definition of the core theories, development present situation of urban system rate and scale structure of economic region of Chengdu and Chongqing, city's first degrees and fractal features of urbanization and empirical analysis, the general rules of the world's urban system evolution and development mode of the foreign typical regions, optimization idea and basic conception of the urban system's rate and scale structure of economic region of Chengdu and Chongqing, and so on. The study conclusion as follows: (1) In general , the pyramid structure of overall urban system's rate and scale of economic region of Chengdu and Chongqing exist certain irrationality, which is in the primary stage of development of the urban system. (2) The overall city first degrees of economic region of Chengdu and Chongqing is reasonable, but the internal city's first degrees is remarkable difference. (3) The scale distribution fractal value of urban system of Economic region of Chengdu and Chongqing is high, fractal features is obvious. (4) In general, The level of urban system of economic region of Chengdu and Chongqing is still in the early-medium term of industrialization which stage develop aslant. (5) The level of urbanization of economic region of Chengdu and Chongqing is low, but the internal difference of the region is more remarkable.In a study of process, the article makes positive innovation research such as the study of Angle, theory frame, research methods and other aspects. With the development of globalization, industrialization and informationization, the further rate and scale structure of urban system will change accordingly. In addition, individual research ability is very limited, collecting baseline data is very difficult, the emerging new concepts and problems such as "world city" and "digital city", and "virtual city", and "low carbon cities", "ecological city" need further study and active exploration.In the future, economic region of Chengdu and Chongqing will be the growth pole and economic highlands in the western development zone, and the important bases of our national advanced equipment manufacturing and modern service industry, high-tech industrial and agricultural products, and the national synthetical reform and experimental district of urban-rural coordination development, and national inland open demonstration and ecological security area. Therefore, that the research on urban system rate and scale structure of economic region of Chengdu and Chongqing, optimize the urban system network layout, and enhance comprehensively the overall function of urban system, stimulate development of economic region of Chengdu and Chongqing nice and fast, is of great significance.
