An Analysis Of Dilemma And Governance Facing Economic Development Of Poor Counties In Provincial Border Regions

Visibly, thecounty's development and stability play an important role in one country.It's well known to us that whether it is peace and prosperity or not in onecountry had closely linked to the county's governance or chaos. At presenttime, with our society's rapid transition, great attentions should be paid toa variety of the conflicts faced the governance. The county's economicdevelopment is not only the premise of peace and prosperity, but the basisof peace and prosperity. In other words, there is no the county's economicdevelopment, there is no modernization, urbanization, there is no peaceand prosperity,too. In implementing the scientific concept of development,and in the context of building a harmonious society, that the Party andgovernment attach importance to the county's economic development isincreasingly, particularly, the economic development of Poor County inthe provincial border regions, is the highlight of our county's economicdevelopment. Currently, the economy development of provincial borderregions in poor counties seems more urgent than the economydevelopment of general county in China. Since the ethnic minoritiesinhabit in provincial border regions, so whether the provincial borderregions development or not will affected the global.A combination of quantitative and qualitative analysis is used in thispaper, analysing the current poverty-stricken counties and hundred richcounties in China, particularly the characteristics and situation in poorcounties of China's provincial border regions, and focusing on the povertycharacteristics and the emergence reasons of our provincial border regionstypical of poor counties—one of the poverty situation in XiLin GuangXi China. On this basis, the paper also summarizes the common problemfacing the provincial border regions in poor counties in China, and trys toput forward some proposals to eliminating problems of poverty of poorcounties in China's provinces, such as developing education, improvingtransport and other infrastructure, implementing appropriate fiscaldecentralization and setting scientific and rational performance evaluationtargets, establishing and improving provincial economic cooperationmechanism, in order to provide some specific suggestions and commentsfor our economy development,especially the economic development ofcounty poor provincial border regions in China .
