The construction of the harmonious society is the goal of our country’s socialistconstruction. In the overall view, the core of harmonious society is the harmonyamong the people. There’re three main relationships in a harmonious society,including economic relation, political relation and cultural relation, among them,economic relation plays a decisive role. The essence of economic relation is theemployee-employer relations. That is labor relation in non-public enterprises.whichis also the core of building a harmonious society relations. In a certain sense, theemployee-employer relation is a barometer of a modern society harmonious or not.Harmonious employee-employer relation is an important factor in enhancing thecompetitive advantage and the cohesion of the enterprise, but also very important inbuilding a harmonious society. The harmony of employee-employer relations has adirect relationship with the healthy operation of the market economic system. Thereproduction of employee-employer relation have directly affect on the economicsociety comprehensive coordinated and sustainable development. Also, theharmonious stability of the relation linked with the social stability and unity areinextricably. Once the employee-employer relation disharmonious even intensified,that often translates social contradiction, causes group behavior, unexpected events,,have adverse effects on the stability and orderly of social.With our country in the period of economic transformation, market economyreplacing planned economy, the system of ownership changing, economy ofnon-public ownership proportion rising ceaselessly, the employee-employer relationhave increasingly became China’s most fundamental social relationship. Due to shorttime, the employee-employer relation in our country, both sides are not mature. Thereexists many problems, and the performance is the imbalance of the strong employerand weak employee relations in the overall pattern. The imbalance effect not only theefficiency, also fair, even affects the social harmony and stability.At present, in the majority of our enterprises, because lacking of understanding onthe labor relations and the relevant laws and regulations that lead to have the conflict.With the new" labor contract law" came on stage, the enterprises and the labors,should be understanding deeply of the relations and the relevant laws and regulations, make the right understanding on their relationship, so as to resolve correctly theircontradiction and conflict.The basic connotation of harmonious employee-employer relation is a justice andfairness value orientation and people-oriented management concept. Germany have aharmonious and stable labor relation, some basic methods and philosophy in theGerman labor relationship is very worthy of our reference. According tounderstanding analysis deeply about Germany’s "social partnership" concept, we takeits significance to china.Through the analysis, we have methods of establishment and implementation onthe harmonious labor relations in China’s non-public enterprise, in the labor dispute,collective bargaining, monitoring early warning system mechanism, and use of legal,policy and other means to adjust moderately. At the same time, from the enterprises,workers, trade unions and government, the four subjects construct the harmoniousemployee-employer relation.
