In a view of the issue of public products supply existing in countries, this paper starts from the perspective of justice and public products supply, applying justice theory to interpret the basic fair principle which should be followed during supply process so as to both supply public products fairly and meet the needs of public products. The injustice issue of public products supply is caused by multiaspect reasons which include the imbalance between supply gross and total demand, the imbalance of region development, the handicap of public product function and consuming ability discrepancy in a sense of objectivity. What's more, value selection, policy orientation and institutional arrangement in a sense of subjectivity also bring the injustice issue above. Therefore, the existing injustice problem should be solved actively through the reasonable analysis on kinds of reality reasons. To sum up, it is necessary to build a set of justice standard to direct and measure the pattern and effect of public product during supplying process so as to achieve social justice.
