With China striding forward to industrialization and urbanization, manufacturing industry is playing a more and more important role in economic and social development in our country. As the amount of the small and medium-scale manufacturing enterprises is more than ninety-nine percent of the whole manufacturing industry, they are playing a unique role in creating wealth, solving obtain employment and supporting innovation. Based on the 12th Five-Year plan of China, development goals of manufacturing industry is accelerating the upgrading of the industrial structure of manufacturing industry, from low-end to high-end transformation. Because the advanced manufacturing is with high technology, high added-value, and strong competitive ability, it is at the high-end in the manufacturing industry value chain, it has an important leading role. Therefore, under the background of the historical change, this article focus on the financial strategy research of the small and medium-scale advanced manufacturing enterprises, and attempt to make their enterprises bigger and stronger. The research has the important theory and the practical significance.After reviewing the development history of the financial strategy theory, this paper analyses the influences of financial strategy due to environmental factors, the characteristics of the financial, the development stage of enterprise and financial management goal orientation. In the meanwhile, some key problems such as financial strategy consciousness, financing difficulties, lack of innovation ability have been discussed in this thesis. Finally, author summarizes the basic principle of financial strategy of the small and medium-sized advanced manufacturing enterprises for long-term development.Based on the theory, this thesis gives a case analysis of a small and medium-sized advanced manufacturing company in industrial measurement field. In this case, based on the research of macro policy, competitive environment and internal environment, the A company advantage - chance of financial strategy has been established through the SWOT analysis. Around the core of the company to enhance core competitiveness, the financing strategy, investment strategy and profit allocation strategy have been designed. It lays a strategic foundation for the A company's long-term development. The next, this thesis analyses the adjustment of organizational structure, authorization management, process controlling and controlling points of the A company's financial strategy implementation. Obviously, it provides examples for the same kind of enterprise financial strategy formulation and implementation.
