As one of the enterprise strategy important aspects, the financial strategy plays a very important part in the enterprise development. The choice of the financial strategy decides the tropism and modes in the enterprise resources deploying. So it also decides the realization of the enterprise development strategy.Over the last 30 years of adopting reform and opening-up policy, the Private-Owned Small and Medium-Sized Enterprise made great contributions to promoting the economic growth, increasing the fiscal revenues and promoting the employment. However, the status quo of the Private-Owned Small and Medium-Sized Enterprise is not optimistic and has a lot of problems. The financial strategy is one of the main problems. The development of many Private-Owned Small and Medium-Sized Enterprises stagnate, even close up just because of making a misplay of financial problems. They have no idea of financial strategy, don't aware the choice of the financial strategy deeply affects the development and future of the enterprises. Domestic research on financial strategy mostly targeted on listed companies or large enterprises, and few systems specially aimed at the Private-Owned Small and Medium-Sized Enterprise. So, according to the different life cycle stage of the enterprises, this thesis aims at the Private-Owned Small and Medium-Sized Enterprise specially, mergers the method of value chain analysis, establishes corresponding financial strategy system from the angle of raising and using capital to help the enterprise making a choice and strategizing. Therefore, the research has the important practical significance and the theory significance.The thesis divides five chapters. 1st chapter proposes the selected topic background, research significance, reviews the internal and external correlative literature, and points out the research guidelines and methods. 2nd chapter clarifies the basic concepts and theory basis of financial strategy, makes the definition for the Private-Owned Small and Medium-Sized Enterprise, introduces financial strategy and its characters, analysis the relations between enterprise strategy and financial strategy, clarifies the basic types, introduces the definition of the Private-Owned Small and Medium-Sized Enterprise financial strategy, points out the financial and financial strategy characters of the Private-Owned Small and Medium-Sized Enterprise and draws the theory frames of the Private-Owned Small and Medium-Sized Enterprise. 3rd chapter clarifies the status Quo of the Private-Owned Small and Medium-Sized Enterprise financial strategy and the problems, mainly analyzes the reasons, and summarizes on these bases. 4th chapter first orient the object of the Private-Owned Small and Medium-Sized Enterprise financial strategy, and then on the basic of the enterprise external environment analysis, internal environment SWOT analysis and value chain integrated analysis, combines the Private-Owned Small and Medium-Sized Enterprise different life cycle stage to establish financial strategy, which is fit for the enterprise application from the angle of raising and using capital. 5th chapter is the case analysis, is concrete utilization to principle analysis of 4th chapter.Finally, this thesis draws the main conclusions based upon above studies.
