The 21st century is an information age. As information technology continues to evolve, China's software companies continue to develop. But, most of China's software companies are both in the initial stage of development of the industry,80% of the enterprises are SMEs, scale and management level is not high, the lack of core competence. For software enterprises, core competence is the creator of staff, the performance of R & D decide enterprise performance. The proper performance appraisal benefit for distribution of salaries and benefits of the company.post lift, staff training, etc. it is an important method to retain talent and reduce staff turnover. Therefore, we should give a priority to establish and improve performance appraisal system of the enterprise software for their own.By applying knowledge of performance management, we use theoretical and empirical analysis using a combination of research methods. Analysis of small features of the software R & D personnel, study the existing problems of Performance Management in software Business, based on target management and work analysis through quantitative key indicators, developed in line with the actual situation of the company's software R & D staff performance fair appraisal system, To promote development optimization with the performance appraisal process, Dynasty to the staff of the value of the difference, the individual performance and team performance combined, ultimately the interests of enterprises and employees to achieve a win-win.
