Industrialization of agriculture, referring to the comprehensive development of industrial management of agriculture, is a producing and marketing integrated mode of operation, and the integration of agricultural production and business model. It is the international and domestic two major market-oriented, linking local farmers, the leading enterprises, commodity production base, the integrated management, specialized production, enterprise management, and production services to enhance agricultural economic returns. Industrialization of agriculture compounds various factors of production, and provides series of services during the production process, which will be distributed to guide the farmers banded together to form a society organization of mass production, so that a more coordinated and sustainable development of agriculture. Agricultural industrialization project is put forward for the purpose of promoting industrial management of agriculture industrialization. Since 1994, the National Agricultural Comprehensive Development Office cut a piece of funds from the agriculture comprehensive development funds to support agricultural business projects, mainly in financial subsidies, financial discounts and other ways to give comprehensive agricultural development project funds.In the course of many years of practice, financial support industrial management of agriculture appears to invest the leading enterprises, driven by the lack of strong features and other issues. It is not only because of the existing system deficiencies, but also because of the process of agricultural industrialization in the project management procedures and methods. There are two questions. The one is the focus on economic evaluation and the neglect of social impact assessment. The other one is that, during the phase of professional demonstration, there is not a comprehensive system of social evaluation. This article attempts to explore a set of projects for the industrial management of agriculture comparative evaluation of the social evaluation system and method. Firstly, this article defines the scope of the study. Processing of agricultural products agricultural industrialization projects accounted for the majority of the total number of reporting projects, and is the largest financial resources over the years into the literature. So this article will study the class of the object located in the processing of investment projects in industrial management of agriculture.This paper reviewed the existing basic framework of social assessment, and adopted the framework for agro-processing types of agricultural industrialization projects of social evaluation. In the establishment of agro-processing projects of agricultural industrialization social assessment index system, this article studied the agricultural industrialization strategy of sustainable development concepts and the DPSIR conceptual framework, and then established the DPSIR index system of social assessment of agricultural industrialization projects. On the basis of the established index system, this paper studied the data envelopment analysis (DEA), and its application in social assessment, then modeled the Comprehensive Social Evaluation model, based on the fuzzy theory and the DEA evaluation model. In the final, this article used Sichuan Agricultural Development Project 2009, to apply the index system and model this paper founded, and the conclusions of the analysis demonstrated and validated the method.The Empirical case study shows that the index system and model this paper established can accurately assess the agricultural industrialization projects'social impact, providing a reference for decision-making mechanism for the Development Office to optimize the financial resources.
