Under the global background of economic globalization, informatization, network and specialization, the transformation of organizational structure compressing is a kind of inevitable choice that adapts and can deal with complex and the intense dynamic environment of competition, and it is also the important aspect of enterprise management innovation. However, it has the very deep impact on between the enterprise integrant parts and kinds of essential factors' relations, because organizational structure compressing is a profound organization transformation. The staff motivation system needs to transform and reconstruct, and adapts the needs and requests of organization flattening under the new organizational structure.The existence and development of enterprises lies in the effective management, in the final analysis, it is the management for employees. The modern human resources management has become the nucleus of enterprise management, while enterprise's motivation system is the centre of enterprise human resources, and it is the important guarantee of enterprise productive forces. The effective motivation system can not only work out the motivation and initiative that the employees originally had, but also develop the huge internal potentialities of every employee. Therefore, along with the propulsion of the enterprise organizational structure compressing, the reconstruction of enterprise's motivation system will also be both inevitable and necessary.The text starts from the reform trend of organizational structure compressing, and discusses how to carry through the redesign and effective operation of motivation system after organizational structure compressing takes place. Under the foundation and background of horizontal organizational structure, it explores a new employee motivation mode in a new organizational structure and system of the modern enterprise. It combines the characteristics and advantages of organizational structure compressing with the effective motivation mode which will be established, and it brings two things into enterprise human resources management to integrate a motivation system and operation mechanism. The process of establishment and implementation of horizontal organization's employee's motivation system are taken employees' interests as the orientation. At the same time, the designation and operation process of motivation system are translated into a kind of enterprise's culture as object, and they take the enterprise's development as the orientation. Namely, the rebuilt process must take into account dual-purpose which includes both the employees' basic interests and enterprise long-term development. Hoping on the foundation of the newest studying achievements of horizontal organization structure and motivation theory at home and abroad, as well as research and application of effective motivation mode's construction, it thinks how to import and root the methods, steps and measures of motivation mode that is suitable to the enterprise's fact. Accordingly, achieve to really boost the enterprise's development and fully exert the employees' motivation, initiative and creativity, realize the purpose of development and win-win of enterprises and employees.
