Research On Policy Of Poverty Alleviation And Development Of Dalian Rural Areas

China has always been putting great concern on the poverty issue in rural areas during the process of developing its economy and society. And the problems about agriculture, rural areas and peasantry has always been considered a huge issue. Thanks to the common efforts of all sectors of society, we've achieved huge accomplishment, including realizing the stable adjustment of the agriculture structure, the stable development of the economy situation in rural areas and so on. But despite all these, it's still clear that there are many remaining conflicts and problems in the development in the agriculture and the development of rural areas right now in China, especially the issue of how to let the low-income group in rural areas shake off the poverty. In the report of the 17th CPC National Congress, President Hu Jiintao stressed again that "the government should strengthen on the support on the development of rural areas, enhance the scale of the poverty alleviation, and pushing the support on the poverty alleviation to a new stage". Therefore, starting from the division standard of the poverty population in rural areas, the article here mainly discusses how the poverty alleviation policy are made and implemented and shows a brief review of the achievements of the poverty alleviation work. In the second chapter, the article describes Dalian's poverty alleviation work's achievements in 30 years based on the city's real situation, and gives a brief comment. In the third chapter, the article first describes the distribution of the poverty population in Dalian and the adverse factors that halts development of these people. Then it analyses both the beneficial factors and the challenges that are facing the poverty alleviation work in Dalian and points out the future and main task for the poverty alleviation issue. In the fourth chapter, the article describes the general thought and main measures of the poverty alleviation work that are needed for the city. And it further provides a few detailed suggestions. In the end, there's also a conclusion of the whole article.Hopefully the article can be some help for the improvement of the poverty alleviation work in Dalian, promote the positive and rapid development of the rural areas construction of the city and be helpful on the construction of the city's socialist countryside.
