Knowledge-based enterprises, being a new organizational form, are featured by emphasizing:knowledge, as a special resource, is the basic conditions for the establishment and growth. It has a high demand on knowledge, whose main activities include knowledge processing, creation and application. Knowledge as the vital strategic economic development resource, has become the most important input factors and the core assets, particularly the tacit knowledge resource. Although being very easily overlooked, it is a competitive advantage in gaining access to key enterprise source for creating new knowledge. In order to establish a good operational mechanism and management model for tacit knowledge, as well as to maintain and enhance the core competitive edge over others, each enterprise faces a huge challenge. The effectiveness of tacit knowledge management is subject to an appropriate performance evaluation system. Therefore, it is of great theoretical and practical significance, firstly, to value knowledge-based enterprises and its tacit knowledge management; secondly, to build a scientific knowledge-based tacit knowledge management performance evaluation model; last but not the least, to find the right way for knowledge-based enterprises to improve the performance of tacit knowledge management.Currently, only little research is carried out on Tacit Knowledge Management performance evaluation. Some foreign experts have begun to realize the importance of performance evaluation and done some research, more and more companies have started to measure their tacit knowledge management; in China, it is still in the initial stage, most of the tacit knowledge management is learned on theory level, rarely on quantitative research and case study. In view of this, this paper starts off to summarize the tacit knowledge management theory and knowledge management performance evaluation studies by both domestic and foreign resources, it gives a clear definition for knowledge-based companies and knowledge-base employees, brings forward the importance of tacit knowledge management performance evaluations for knowledge-based enterprises; In the second place, referring to relevant research results, this paper is set to create a index system of tacit knowledge management performance evaluation for knowledge-based enterprises, covering the emphasis level of tacit knowledge management, organizational structure, information technology, corporate culture structuring, as well as an effective incentive mechanism with a 5-level primary evaluation index and a 15-level secondary evaluation index; Then, based on the established evaluation index system, this paper applies Analytic Hierarchy Process (AHP) to determine the weight distribution of the index system. The advantage of AHP is:it requires less quantitative information to obtain the mathematical decision, which helps to solve multi-criteria or unstructured decision complex. This paper also uses multi-fuzzy comprehensive evaluation method to gauge a high-tech company with application of Tacit Knowledge Management Performance Evaluation, to verify the established evaluation index system, plus its rationale, effectiveness and operation; multi-layer fuzzy comprehensive evaluation is able to categorize the factors, on one hand it solves the issues of weight distribution and provides a more reasonable method for balancing the weight of large and small samples of single factor assessment information; on the other hand, it deals with the ambiguity of the factors, turning qualitative analysis into quantitative research, which makes the evaluation results more accurate, more objective to reality. In the end, this paper provides results by the analysis of specific cases. It proposes some relevant recommendations to further improve tacit knowledge management performance evaluation for the knowledge-based companies.This paper sets on the basic theory of management, trying to integrate economics, behavioral science, psychology, sociology, system engineering and other disciplines of knowledge; it builds a scientific and rational knowledge-based tacit knowledge management performance evaluation system. However, due to the features of tacit knowledge management performance evaluation, combined with the limits on writer's academic capability, this study clearly is subject to further explorations and might appears to be immature.
