The 21st century is the era of knowledge economy. With the end of the industrial era and the advent of the knowledge economy era, between each industry for more talent increasingly fierce competition, companies may be able to adapt to the urgent need for all sorts of outstanding management personnel at all levels of development, of the industry requires. Corporate executives want to get the mainstay of sustainable development, plays a very important role in creating profits for businesses and expand their business. Competency level managers have a direct impact on achieving corporate business development and strategic objectives. The advent of the knowledge economy, but also the knowledge management becomes a hot research topic worldwide, a number of international and national seminars about the nature of knowledge management have been held, a large number of outstanding academic achievements also have emerged. How to judge a manager is excellent, you need to evaluate their competence, competency management wants to be properly assessed, can not do without a reasonable evaluation model, tn this paper, knowledge management and competency management combines the perspective of establishing a reasonable evaluation model for managers to evaluate competency.This paper is divided into three parts to elaborate on the content management knowledge management competency evaluation studies. The first part of the first and second chapters, is a fundamental part, of the theory. The first chapter is an introduction, mainly introduces the research background, significance, research ideas and methods, as well as research and frameworks. The second chapter introduces the literature review in this article belong to the theory, first expounded literature review of knowledge management, and competency model from the classical theory, and on the management of personnel competency research and evaluation studies on competency write three a literature review and competency-related.The second part is the third and fourth chapters, this part is to establish management based on knowledge management competency evaluation system. Chapter Ⅲ of this article to point out the principles of evaluation index constructed, and then carry out the questionnaire, the results of the questionnaire were analyzed, the importance of the competency questionnaire to sort results agree with degrees in more than 30% before the 20 indicators, and the meaning of each index briefly described. The fourth chapter is to determine the weight of the index weight, to establish a complete evaluation system using AHP.The last part of the chapter five and six, are examples of verification and the results analyzed sections. The fifth chapter is mainly evaluated by example to validate our model is reasonably practicable, first introduced for managers to evaluate business profile, then competency evaluation system by management based on knowledge management established fuzzy comprehensive evaluation method its five management personnel of the competency evaluation, and finally the enterprise management level staff competency evaluation results were analyzed. The sixth chapter is mainly on studies summarized in this article, the article pointed out deficiencies proposed vision for the future.
