Case Study On Land Development And Arrangement

Land arrangement is the main way to achieve dynamic balance of the total cultivated land, which is not only the basic conduction to enhance the materials of China agriculture and an important means of increasing agricultural comprehensive capacity of producing and developing modern agriculture, but also is inevitable choice of improving rural living conditions and ecological environment, promoting urbanization and rural economic development and building a new socialist countryside. Cultivated land is the key part of the land, so protecting arable land is to protect ourselves. With economic development, the situation of farmland protection has become increasingly serious. The problems have become the focus that how to protect cultivated land and how to increase the support capabilities of cultivated land for survival and development in the case of stability of the cultivated land. In recent years, the usage and management of farmland resources is challenged: on the one hand, with growing population, the number of existing arable land should not be reduced because of food security; on the other hand, with the advance of economic development, industrialization and the urbanization, non-agricultural construction is inevitable to occupy some land. It has proved that the land arrangement can be effective in improving conditions of agricultural production, enhancing the agricultural production capacity, and reducing the cost of agricultural production; Land arrangement can effectively improve the land-use patterns, expand the operation scale, promote agricultural efficiency and farmers income; It also changes the rural appearance effectively, improves their living standards and quality of life, improves the ecological environment and rural landscape effectively, and promotes the harmonious development of rural areas. In the new situation, as important means to build a resource-conserving and environment-friendly society, a new socialist countryside, land arrangement will be promising. Premier Wen Jiabao pointed out: "Carrying out land consolidation can not only increase the number of cultivated land, add land for construction and maintain the balance between occupying and compensation of the cultivated land, but also can improve the production conditions, the layout of urban and rural construction and the ecological environment and promote sustainable development." This shows that in our country vigorously carrying out land arrangement is not only of great significance, but also has a long way to go. Therefore, based on the current basic national conditions and reality of China's land management, this paper focuses on the theory, principle, substance and technologies of the land arrangement to put forward the support theory and technology system of the land arrangement(theory of earth sciences, the ecology theory, the theoretical soil science, economics theory, the theory of landscape, landscape ecology, the theory of systems science, legal theory, the theory of land use planning, engineering technology, biotechnology, agricultural technology as well as other technologies). The case study site of this article is Liqiuan country. This paper makes a deep research on the theory and technology application of land development and arrangement by analyzing the background of land resources, the development of land usage, the current situation and main problems of land usage. Furthermore, this paper raises the assignments, objective and planning, assesses the advance and achievements and reveals main model and experience of land arrangement in Liquan country based on the comprehensive consideration of social and economical aim. As a result, the support theory and technical system of land arrangement can be enriched in China. The paper can also guide the practice of land arrangement through establishing its theories and technical system. In recent years, cultivated land protection has achieved relatively good achievements, and land arrangement can not be unrecognized. However, land arrangement has some questions in practice, such as issues on the quality of cultivated land, the ecological environment and so on. Study on these issues is very necessary. So this article raises the corresponding solution.
