The System Dynamics Research On The Regional Innovation System Of Jiangsu Province

Mr. Jiang Zemin said, Innovation is the soul of a nation, and is an important symbol of national prosperity. With the development of economic globalization, industrialization of knowledge, and market liberalization, and the growth of competition, knowledge has become a fundamental of national economic development while innovation is a powerful booster. The construction of national innovation system can directly affect the sustainable development of national economy. Since the system of national innovation is made up by regional innovation systems, The fundamental way of improving the capability and competitiveness of regional innovation is to construct regional innovation systems, maximize innovation efficiency and reduce the cost of innovation, which makes the resources required effectively integrate and use, the knowledge and information rational allocate and the services timely and comprehensively supply.The 12th Five-Year Plan of Jiangsu Province point out that it is needed to accelerate the pace of building scientific and technological province, enhance the capability of independent innovation greatly, promote the change of economic development from relying mainly on consumption of material resources to innovation-driven, so Jiangsu will become the first innovative province in 2015. This determines that the basic path to promote the transformation of economic growth mode is to liberate and develop the productivity of science and technology, and take the establishment of perfect regional innovation system as the strategic decision that determine the future fate of Jiangsu.This paper is based on the innovation theory and the theory of regional innovation system, using system dynamics approach which is specialized at dealing with social economic system to divide the regional innovation system of Jiangsu Province into five:government action subsystem, enterprise action subsystem, innovation environment subsystem, intermediary agency subsystem and research institution subsystem, and also establish the system dynamics simulation model of regional innovation system of Jiangsu Province, determining the relevant parameters, simulating and predicting the operation of the system. We can analyze and find the major regional innovation system factors, understand the internal operational mechanism of regional innovation system from each subsystem, so as to find the policy focus. Based on the above findings and combined with the actual situation of regional innovation system of Jiangsu, this paper analyzes the current problems that are existed, explores the development measures of the regional innovation system, and give proposals from those five systems respectively.
