| In order to deal with the enormous change in telecom market after the domestic telecom industry restructure, improve corporate competitiveness and effectively restraint increasingly serious loss of customers, China Telecom requires the construction of Customer Maintain System (CMS) in all provinces within the possible shortest time, and conducts maintenance work to the existing customers to effectively reduce the loss of customers within the possible shortest time and lay a desirable foundation for the development of the whole corporate businesses in the future.Network planning technology is to arrange and control the project schedule by using network planning, so as to ensure the achievement of scientific planning and management technology of the predetermined objective. It is a kind of plan preparation method as well as a scientific management method. Its advantage lies in the ability to prepare some interdepartmental work plans featured by complex production technology, various and closely connected work items.Whereas there are only a few examples of using network planning technology to construct IT projects currently in the domestic telecom industry, after a full analysis of the feasibility and advantages of applying network planning technology to the CMS project, and based on the construction process of CMS project, the thesis systematically studied the specific application method of network planning technology in the construction of CMS project. At the same time, combining with the working principle of network planning technology and the characteristics of complex demands, variable environment, high risk and many restriction factors during the implementation of IT projects, this thesis emphasized the study on the method for the preparation of CMS project scheduling, optimization of network planning, project implementation and process control by using PERT method, and discussed the guarantee for application measures of network planning technology. |
