HVAC is usually a technology-orientation industry. As the market becomesincreasingly competitive these days, it is a problem nearly every insider faces, to see howto apply planning management more accurately and successfully towards new productdevelopment project.There are usually many uncertainty activities in a new product development project.The typical project planning rarely or does not consider the impacts of uncertainty, makingthe plan deviate a lot from the facts of the project and mislead the enforcement of theproject plan. Research the uncertainty of project activities, is one of the front lines in thefield of project planning management. And it is also one of the most difficulties. So it hashigh theoretic value and practical significance.Take the opportunity of VXV project planning management practice in company–T,this article is based on traditional project planning methodology. Then, consider theproject activities’ specialty and perform analysis or optimization to high uncertaintyactivities internally. Finally, put forward improvement suggestion of planningmanagement work towards the activities like this kind.Author create PERT model for project activities firstly. On this basis, applycause-effect analysis process (second order) on the design verification activities, tooptimize the assess value of the three time in PERT model, to ensure the assessment moreaccurate and reasonable. Then, to calculate the uncertainty degree of the activities, thisarticle proposes to use subjection function of the triangular fussy number to analyze therelevant factors’ impact on the planning management, and calculate the fuzzy networktime parameters and the distribution of the overall duration of the project activities. Finally,through the comparing of PERT model result and fuzzy network model result, and thatfrom the practical application, to demonstrate the fuzzy network model is more consistentwith the actual situation of the project. This process has high reference value for otherprojects, especially for new product development project which with more uncertaintyactivities.
