Research On The Evaluation And Strategy Of Transforming The Economic Development Mode In China

With the accelerating of globalization process and the arriving of era of knowledge-driven economy, the economy of China has begun to enter a crucial period of strategic transformation after more than 30 years'rapid growth. Practice has proved that the extensive mode of economic development, which is represented by high input, high cost and heavy pollution, can not satisfy the requirements of the changes in economic development, and even has already become the fundamental impediment for the economic development in the new period of China. Based on this consideration, China has proposed to promote "the transformation of the economic growth mode "and" the transformation of the economic development mode". But so far, China has not only failed to achieve the intensive development of economy, but also the traditional economic mode has become inundant in some areas. In this situation, accelerating the transformation of economic development mode is designated as a general direction in the state's twelfth "Five-Year" plan.On the basis of an analysis and a summary of the background, purpose and significance of the research, a systemetic description is made on the present state of the economic development mode in China from the aspects of the GDP composition, three industrial structure, technological progress and innovation etc, which is followed by an explanaiton of the importance of transforming the economic development mode for the sustainable growth of national economy, the optimization and upgrading of industrial structure, the enhancement of the economic development quality as well as the improvement of people's living standard. Then a deep analysis is conducted on the impediments in transforming economic development mode from the perspectives of function, structure, innovation, institution and so forth based on the fact that the "three changes" has established the core system for the transformation of economic development mode.With its focus on the countries as the United States, Japan, South Korea and the domestic cities like Dongguan City and Ordos City, the research summarizes the practical experience in transforming the economic development mode in these regions, and draws a series of valuable enlightenments, which are quite essential to better direct the way of transforming our economic development mode and instruct the practical operation.In order to obtain a further understanding of the process, state and development trend of the transformation of the economic development mode in China, the researcher, on the basis of the "three core contents" of the transformation of economic development mode, devises a set of evaluation index system for the transformation of economic development mode, with economic growth, demand structure, industrial structure, technological progress and innovation, urban and rural structure, human security, resources and environment as the main indicators. Measurement methods such as entropy method and fuzzy analysis of combination weighting are introduced to conduct a comprehensive quantitative evaluation of the transformation of the economic development mode in China respectively from the vertical and horizontal cross-sections and from subjective and objective dimensions.At the end, based on the present state of the mode and the experience drawn from the relevant practice both at home and abroad, this paper comprehensively proposes the objectives and overall strategy of the transformation of the economic development mode in China, and deeply analyzes the concrete strategies for accelerating the transformation of the economic development mode in China from seven aspects, namely, reforming the income distribution mechanism, speeding up the urbanization and urban-rural integration, establishing a sound social security system, adjusting the economic structure, enhancing independent innovation capacity, strengthening environmental protection, and deepening political and economic reforms.
